Where would you normally use timber stair newel posts ?
As a post on a staircase, where the full length newel does not have a long enough square section on the bottom.
Join to an extension post to get the desired overall length required.

How should you finish it ?
If looking for a natural finish, then a clear lacquer will be fine; or you can use a stain to achieve your desired colour then use a clear lacquer to finish it off.
